A sensible approach is to treat the EOI as a low-commitment option on a project you have already evaluated properly. Walk the site first. Read the area statements. Ask for the payment plan structure and the charge schedule. Then submit the form if the project genuinely fits, keeping the receipt and the written terms of refundability. Getting in early is only an advantage if the project was the right one to begin with.
